Comprehensive Plan

GMA
The "Growth Management Act" passed in 1990 by the State Washington Legislature, provided a new framework for land use planning.  This law was passed to help Washington state respond to challenges posed to the quality of life by rapid growth.

What is comprehensive planning?
It is a process that municipalities use to help deal with the future.  By creating and implementing a 20 year guide for the future of the community called the comprehensive plan.

What does planning do for West Richland?
Planning identifies problems and points the way toward solutions.  It is a way to provide policies to address growth plus helps the comminity assign priorities for spending public money and concentrating resources, and is a way to provide policies to address growth.

How does the comprehensive plan occur?
   1.   The City advertises for any request for changes to the comprehensive plan and development regulations and places those on a docket with any other request that have been submitted since the previous plan review and any requests of council or staff.

   2.   The area of the comprehensive plan and development regulations area to be reviewed for change will be reviewed by planning commission and council with the final decision being made by council.

   3.   Planning commission will review these document and possible changes to make specific recommendation to council of what sections and documents should be reviewed in detail.

   4.   The comprehensive plan and all proposed amendments will be forwarded to the State of Washington and all "reviewing agencies" for the required 60 day review.

   5.   When the review period has been completed, council will take final action on the amendments.

   6.   Members of the public are encouraged to get involved in this process.
